i then waited for the monster to spawn, but it wasent an elite. I was hunting Water Elementals. i thought that when a coin was used, the monster spawning the next lap would be an elite?

it might be the next monster that spawns, not necessarily the one at the location you killed. although nobody really knows, and i think it's inconsistent

It's next monster that spawns on the same floor. Depending on hunt layout and how fast you are it will almost never be in the same spot where token was used unless you camp one spot or there is only one mob on this floor.
