Wrong, the highest bid is always 1 gp higher than the second highest bid. What his ceiling is, is hidden to you. You can find out by continously increasing the bid until you take the lead.

For instance, his bid ceiling could be 1kk, but he will get it for 500102 if the second highest bid is 500101.
