it depends on positioning + spacing and a characters oos option in general
and you can always get hit for what you do after you hit someone's shield safely
like hitting someone's shield at the right height or something can change if a button is safe on block or not

you will probably struggle hard rn tbh
my biggest observation is that you commit really hard too early
like you're tunnel visioning on me doing something really obvious and brain dead
usually with really strong attacks like smash attacks
and it leads to you taking 60 or dying
your neutral is like the ultimate 50/50 either it works or i doesn't. But when it does work you hit your opponent for 30 and when it doesn't you take 70
there's nothing that can quickly fix your struggles because you have to learn a lot still about the core aspects of a game
my biggest advice to not try anything new in your sets tmr and keep calm
play with everything you know
dont try new fancy stuff
and just play with everything u got even when things look bad
because its never over till its over and u have to play like that
