I have been playing smash casually since 2021, but recently wanted to start getting competitive around 3 months ago. I have been playing Pichu about a month

When are you free?
Usually free in the from 7-12 on weekends, or around 7-9 on Thursday’s and Friday’s usually

Can you VC?
Depends on the day, but usually yes

So to help out with the points you have:
For neutral you don’t really want to neutral b much, idk why you even thought that. Since you aren’t pikachu, you take damage if you do it, so you want to only use it a bit to cover ground. When you aren’t using neutral b you want to find grabs, down tilt or up tilt to start combos
To kill your main tools would be your kill combos. Up throw thunder is NOT a good one as you can always avoid it by simply using DI. You’d rather learn combos such as down tilt back air or down throw up air thunder to kill. Fsmash at ledge is also good as it kills early and is a good 2 frame tool that lingers for a while.
To edgeguard use back air or down air, simple as that
