[✓1.18.7] Departure sensor doesn't route finished trains anymore

Steps to reproduce

• Just wait for an affected train to arrive (in the save on track 1 of station "Talinn")

Description

Wrong behavior:
Whenever a regional train ends on station A but has to travel to station B after, the departure sensor of station B doesn't seem to work and therefore the train doesn't get redirected into the coach yard.

Expected behavior:
The departure sensor working as intended, routing the finished train to where I set it to be routed to

FIX: Multi-leg train transferring for next leg did not trigger Departure Sensor automation on arrival to next leg origin (was not sent to Coach Yard by the Finished To rule)
