Game version: 1.17.14
OS: Win

Steps to reproduce:

Load any Rush Hour map and finish the first round

Wrong behaviour: Unlocked Items states "10x Manual Signal" and "10x Manual Signal" regardless of the actual unlock.
Expected behaviour: The resources made available to the player are listed.

Map: Any Rush Hour, tested with Prague Rush Hour (SoJ) & London DLR
