If you are playing Twin Picaro the Laby class, it is better to use Reset for the Hyper Spam since you do more dmg that way.
Most Classes use Reset for the Cooldown of skill to be a little lighter. But some like Twilight, the Rena class, have a good CDR passive, so they can use Titan.

I'm a Twins Picaro and I swapped to Titan the moment I hit ERP 320. Twins Picaro have skill cool down acceleration with Twitter Whistle and have passives on the toy skills to decrease cool down of Cour de Monde, I'm Fine and other non-toy skills.
