One of the biggest factors is resource gain, discounts, and how well that character can translate their resources into match tempo.
As noted earlier, Paradox has a whole second MP bar, and all his skills are homing, AOE, or both. Not only is his resource gain double or even triple baseline, it's very efficient for catching your opponents with.
Elsword is currently pretty high up because Vitality mode is essentially a second Mana Necklace, and he's got very efficient tenacities.
Rena can outpace Meditation's MP gain just on the basis of awakening every 20s for Nature Force's 75 overflow MP, and Magic Renas have very good homing or AoE skills very close to that MP threshold.
Centurret, on top of just being a Chung, is also gifted with boosted MP gain on Commander's Marked targets, with Cannon Strike and Big Bang Stream being extraordinarily efficient tools.

His normals have increased baseline hitstun and MP gain per hit to account for slower base speed, even though three of his classes have non-normalized A.Spd passives (you picked the only one that doesn't).
His cannonball system is almost completely negligible because he refills completely with each awakening, and all classes have a really easy way to ignore the cannonball count even where it does matter. PLUS, ZZZX is a string that cancels your manabreak charge during the cannonball dump portion, which guarantees Chung 100+ MP if it hits, alongside Chung having some of the best Tenacity skills in the game to use that MP on.

ik that a neat timed, or good spaced "oberon guard( the ver that has a 3-4 second long field) , Spitfire , electronic thunder can do some wonders.
Spitfire with the SUCC, E.Thunder with some neat DPS, oberon guard can negate the engages of melee players, so long as they're unable to chain their hit into a Force active, or have lingering stoic such as "iron body, Sonic slash," or a long lasting special active with long freeze frames.
problem is , most people expect a CE to play too "passive" You balance it out with some aggro ( engaging a bit with some of your neutrals, baiting with Spitfire), and some other stuff, can work

also Rena struggles a lot more vs lag than other classes. Her only โreliableโ launch is ZZZ^Z. I say that with โ because even that misses if their lag is bad enough.
ZZ, the first Z pushes them too far for the kick up to connect, so you canโt ever reliably use it unless youโre against a wall, and even then if their lag is bad enough itโll STILL miss, ANโs >>ZZZ hasnโt worked since her reboot like, 6 years ago or whenever it was. PR has >>^ XZZZ, but that KDs too easily and canโt really be used under a platform because theyโll get hit up onto one above them because it sends them so high.

Icicle spear already holds both conditions you want from a nuking skill out of its original version: a one hit (or an unmb-able multi hit) and dmg consistency
passive's version instead spreads the dmg into a size reliance which most cases if not all, makes the skill trash for pvp cuz lol player chars are small as heck
Lightning Bolt looks kind of not that good without the aether effect, because of how fast it moves
although it has splash dmg so I wouldn't be able to tell if that would make it a considerable viability for 2v2
