Since I would presume that ships kept in storage are out in the open, and that there's potentially torrents of dust from the occasional "storm" (a la the animated wallpapers), I believe that it'd make sense for ships to show their inactivity in dock. It doesn't need to be exaggerated much, maybe just a light coating, but the main point would be the visual storytelling of it being shaken off during the undocking animation.

For enough dust to stick you'd likely need one heck of an electrostatic charge which is very hazardous so the hulls would have protections to prevent it.
