Working as intended. It's not supposed to unlock if you just hover in one spot, you need to actually fly your ship.

I interpreted 'flight' as 'dive', maybe a rewording of "Conduct a 15-minute flight at >50m/s by relying solely on manual piloting techniques." to avoid confusion could help some folks?
