I updated my gpu drivers last night for my amd card and now when I launch the game I get a black screen. I still hear the game start up and can even hear my mouse go over the menu options. I verified the integrity of all the files.

First steps I'd suggest would be to run sfc /scannow to make sure that the upgrade process didn't mess up any of your OpenGL driver files.

Did the scan everything is fine didn't fix it
Drivers are up to date didn't fix it
I even tried uninstalling and reinstalling the game and that didn't work

This kind of issue can be caused by your graphics driver overriding commands sent by game to the graphics card, usually in a misguide attempt to "improve visuals". This is known to happen at least with NVidia cards, and is mentioned here in the troubleshooting guide:
NVIDIA Control Panel can be set up to override any setting the game makes and, in the case of dV and a few other games, freezes the display. Go to your NVIDIA Control Panel and in "Manage 3D settings" set "Let the 3D application decide".
Please see if your new drivers have similar settings, and if they have, that they are set to "not mess up with the game".
Which driver version are you using now? Could you get me a dxdiag output?

I redownloaded the gpu drivers and that seems to have fixed it. I guess the first time didn't go right or something
