Title. I'm setting up a Dustgrave campaign in Foundry, but I'm having a little trouble understanding the stat blocks provided by the book for the final boss(es). Primarily my question is how to tell which tier I should be running them as (I'm running my party at the recommended LLs for the module, 2-4). Does the book explain this and I just totally missed it?

The first stat block is what you’d use, is my understanding, since Tier 1 is LL0-4. The other two are for if you decided to run it at higher level ranges for whatever reason.
