Those who cannot learn from history are doomed to repeat it - and, sometimes, those that do learn take the wrong lessons away.

This project contains four full mech licenses, one from each of the Big Four manufacturers, thematically connected by all representing some element of technology or history with origins in the Second Committee era - the HA Haber, SSC Swordgrass, IPS-N Mitscher, and HORUS Spectre. Ranging from frames that served in the Revolution on either side to modernizations of technology from the time, each is a reflection on an aspect of humanity's great struggle as seen in the modern day of Lancer... and, of course, still a machine of war.
All four licenses are available in PDF and lcp form.

HA Haber (Artillery/Controller): The Worldkiller Genghis's sister TBK mech, engineered by GMS Special Projects for the purpose of "infrastructure-preserving soft target neutralization". As opposed to radiation and plasma, the Haber's favored methods are biochemical and psychogenic. Mechanically, the Haber is a frame that rewards spreading Burn around with templates and additional Burn as a frame trait, and allows users to control the battlefield by placing traps similar to Pinaka alt-fire and Javelin Rockets from the core Monarch license.

SSC Swordgrass (Striker): The product of SSC Parapsychology rediscovering the neural interface used by the Enkidu, the Swordgrass is mechanically a close-range melee frame designed to outlast and outsustain multiple opponents at the same time through its unique healing mechanics joined with dealing more damage while at low HP. Lore-wise, it's a frame designed for SSC's elite Constellar security units, incorporating innovations from many of the corpro's mech lines into one cutting-edge chassis - including the Atlas, Dusk Wing, Black Witch, and Mourning Cloak.

IPS-N Mitscher (Artillery/Controller): In order to capture the air support / combined arms warfare market, IPS-N resurrected the drone gunship program they were responsible for under the auspices of the Second Committee's Remote Air Support Program. In the modern day, most Mitscher aircraft are human-piloted instead of the original RPV interface, but they're even more effective and deadly after being modernized to the standards of Union's fifth millennium. Mechanically, the Mitscher is a fixed-wing VTOL aircraft, capable of carrying an immense payload up to and including anti-ship cruise missiles, and puts a new spin on Lancer's traditional mech combat by incorporating the "Vehicle Ship Ace" air support paradigm into the player side of gameplay.

HORUS Spectre (Defender/Controller): In the days of the Revolution, planets across the entire breadth of Union space contributed their unique chassis and expertise to the Interstellar Solidarity Brigades in order to bring down the largest authoritarian empire the human species has ever known. This chassis exists as a monument to their efforts, representing a pattern group with its origins not in HORUS per se, but in the multiple different types of ISB mechs designed to protect the irregular revolutionary infantry that made up the bulk of Brigade forces. Mechanically, it's a defender that can redirect attacks to itself, focusing on tanking hits for allies in order to power up its own in-license weapons and systems for devastating counterattacks while holding the line against enemy assault.

IPS-N Mitscher 1.2 Changelog:

  • ​Spearfish LFCM downgraded from Blast 3 to Blast 2

  • Curtain Call AEM downgraded from 6 Heat to 3 Heat

  • Adjustments to fluff phrasing for Mitscher frame, Cluster Bomblet Dispenser

  • (LCP) Fixed duplicate Deployable tags on Tattletale VALD

  • (LCP) Fixed "Speartip" instead of "Spearfish" on Spearfish LFCM action button

I'm keeping a close eye on the Spearfish to see if it needs to be nerfed further, but I think Blast 2 is a safe first step while preserving its identity. The Curtain Call is mainly focused around the debuff, so that's why the nerf's as comparatively large.

HORUS Spectre 1.1 Changelog:

  • Unsigned Instrument of Surrender buffed, going from 3 self-Heat to 2 self-Heat to use.
  • Anti-Surveillance Countermeasures now outright cancels the Lock On if the opponent fails the Systems save.
  • "Swansong" Homing Lance reduced from 2d6+2 to 1d6+4 Damage, but loses the Loading tag.
  • (LCP) Thrown tag fixed in display method for Chain Spear.

SSC Swordgrass 1.1 Changelog:

  • Lacrima Trauma Overdrive frame trait is now 1/Round.
  • Don the Crown Core Power active now lifesteals for half of dealt damage, not full damage dealt.
  • Manual Reactor Override and Nanite Microfabrication Flask switched in license level (1 to 2 and 2 to 1 respectively).
  • Manual Reactor Override is now 2/Round and 2SP instead of 1SP.
  • Nanite Microfabrication Flask is now 2SP instead of 3SP.
  • Cloak of Fowl's Feathers on the Nanowire Saber is now triggered off of an enemy in Range 4, not Range 5.
  • The DOLOROSA-Class NHP's Sevenfold Swords Protocol is now no longer limited to your first attack on your next turn, just once on an attack in your next turn, and scales as twice times the number of attacks declared against you versus one times.

We should really check all this stuff out. What we saw of the Haber was very quality, so we're
somewhat surprised we didn't look further into this sooner

I appreciate it! Always open to feedback. As of this writing, everything's had its testing rounds incorporated, and the next round of changes is mostly stuff like "Swordgrass wording revisions so it sounds nicer" and "fixing a Spectre LCP bug".

So it goes! One day I'll probably be incorporating all of these into a bigger supplement as well, but I've got them as single licenses for now until I can scrape together the time to write a whole lot more narrative.

IPS-N Mitscher:
1.3 Changelog:

  • Tattletale VALD changed to Lock On when it detonates (instead of dealing damage) in order to increase synergy with the Mitscher's primary frame trait.
  • Autonomous Targeting Array frame trait changed to be clearer in formatting, as well as allow the Mitscher to add or remove the Smart tag on an attack.
  • Small flavor text adjustments.

HA Haber:
1.2 Changelog:

  • EA17 Special Payload Mortar alternate fire mode changed to be 4 Burn instead of 2 Burn as the Dangerous Terrain effect.
  • (PDF) Added Heat 3 (Self) for the EA17 Special Payload Mortar.
  • (PDF) Bolded "on hit" in Wonderland cannon text.
  • Small flavor text and formatting adjustments.

Known bug:
The HORUS Spectre's Lesson of the Fallen Mask does not add +2 HP automatically in Comp/Con. This will have to be adjusted manually until the next LCP comes out for the License.

SSC Swordgrass 1.1 -> 1.2 Changelog

  • Precognitive Dodge is changed to the following:

“1/Round, when an attack is declared against the Swordgrass but before it is rolled, you may declare you are Dodging as a Reaction. Take X irreducible Kinetic damage to roll Xd6; if you roll a 5+ on any die, the attack automatically misses and any of its effects are negated.”

  • Parrying Buckler’s Flash Parry Reaction is now 1/Round instead of 2/Round

  • Manual Reactor Override is now 1/Round

  • DOLOROSA-Class NHP loses the Heat cost on Sevenfold Swords, gains Limited 3

When I started writing it, I noted that there was a significant unfilled market for both late-LL content (whether first- or third-party) and content that was tuned for the higher end of the difficulty scale, so I'm looking forward to being able to provide that for the community.
