#Possible salvage incentives

Salvage is a very fun game mechanic in most cases.
But the 3 main ways of salvaging are quite tedious and can cause random issues.
towing ships
unbolting all parts
hand held recycler

changes:
1)a ship with less power should still be able to tow ships just at a lower speed. (so that pvp has an incentive, since now you can get out with some loot. for the danger)
2)you should be able to tow a non permitted player's ship into your station, to do anything you like. capture, disassemble, recycle

additions:
1)a recycling station of some kind (could be a station's SDW, but preferably a separate area to add more station progression)
2)a ship mounted recycling tool(could be the mining laser, but preferably is a separate tool that works over a larger area. Idea being that it is far faster and cheaper than mining an asteroid of the same volume)

salvage will become far more common if it is more efficient than mining, atm it is not.

At least towing power requirements can easily be lowered, I already experimented with that on our test universe a while back. Since the point of towing was exactly that you could fit the beam on smaller ships and tow stuff you've beaten in e.g. a pvp fight
