Any video game, including lootboxes within them, distributed within the European Union,are subject to the requirements of the existing EU consumer legislation. Not providing drop rate is not inherently illegal...
However purposefully locking stickers behind a non transparent timing fall under Article 7:
“A commercial practice shall be regarded as misleading if… it omits material information that the average consumer needs… to take an informed transactional decision.”
and possibly Article 6:
"A practice is misleading if it contains false information or deceives the average consumer… even if the information is factually correct."
What can I do about it as a citizen of the EU?
(unlike FTC, you have to be a resident of the EU)

- Fill in your personal data
- You will likely be asked to fill in the data about the company you're trying to file a complaint for:

Describe the problem with the album and how stickers are being locked behind a time-wall without any transparency of the players, try to mention article 6 and 7 of the Customer Protection Law being potentially broken. You can also attach screenshots or any other form of evidence.

You can also mention how much cash you've spent on the game, due to unknowingly spending money on locked stickers.
