We know that an ah shield has a chance to heal 2 hp, and if the chance exceeds 100%, other than the guaranteed 2hp healing there is also a chance equal to the percentage exceeding 100% to heal an additional 2hp. E.g. a 120% healing chance means that you will heal 2hp and there's a 20% chance to heal 2 more hp.
Suggestion
The suggestion is to add a similar mechanic to splash. If splash exceeds 100%, there is an additional chance equal to the exceeding amount to splash one more time. This will effectively double the splash damage and the chance of effects being applied.
What will this accomplish?
Essentially, enchanting splash will become more useful. Right now it mostly is a waste to enchant splash.
Why is it balanced?
For double splash, one needs to enchant the splash stat. That means taking away an enchantment from a different powerful stat, so it's not an addition to the power of a weapon but a good substitute.
