After the event where we had to beat up bolesh a bunch, I had the “titanic_accord_event_end” in my quests. It would just play a dialogue with Pallas about me looking for his skin, which I have not found.
Earlier today, I unlocked the actual Titanic Accord legend quest and played through that, thinking it would affect the first one. Nothing changed, and the “titanic_accord_event_end” is still incomplete.
Is this supposed to happen?

event_end is an epilogue to the previous event, and was written as a continuation of the titanic accord legend, which it assumed you had done already. This requirement was not implemented, and the quest was bugged to show up in your quest list instead of just showing once when you finish the event. The issue is known, and will hopefully be fixed within the next few patches.
