On the Gacha Machine encounter in the high roller room, the gacha machine only triggers its Splurge 3 ability when you bank your fourth glimmer. It still only removes 3 glimmer from the bank, but does not trigger on the third glimmer gained; only the fourth. I will test to see if this is the case across all passive splurge effects.

Yep, Ziggy Stardust also does not trigger when banking a second glimmer for his Splurge 2 effect.
Oh wait, is his ability an active one that goes off when played instead of as a passive? He isn't returning to hand at all.

Splurge is not a trigger, but a condition to a trigger. Splurge actives for Ziggy as an additional effect when he’s played. The Gacha machine is slightly different in that it replaces the effect in front of it when you have 3 glimmer at the time of banking. Hope this helps!
