ZAP website settings not being carried over into Storm works.

I have a problem. ive got settings being applied in the ZAP website that aren't being carried over to the online server on storm works. Let me list what does and doesn't work.

ZAP server settings:
All DLC's - On
Admins via steam id - Yes
Configuration settings, for exe infinite fuel - On
Mods (Steam id's checked and good) - On / says there installed in the website.

Actual Storm works server:
Lists DLC's are on when searched for in multiplayer --> internet . When loaded into server none of the DLC's are present.
Admin settings did actually immediately apply to said player.
Configuration settings - None applied when loading into server.
Mods - No moded icon when server is searched up. no mods apply into the server.

I get a feeling that for some reason some of the websites settings aren't being applied correctly, which is weird because Admin settings applied with no problems. When loading into the server it appears to be reverting to a previous autosave. Does the server need to be completely restarted? if so, how do i do that? I don't remember if these custom settings (Mods DLC's Configs from website) were applied before or after loading into the game for the first time.

PLEASE HELP!! I spent like 50$ on this server just for it to be problematic.
