They even gave me a new ip address but the old one is still under my server dashboard on zap hosting website which makes no sense and i tried to direct connect with the old and new IP separately and they still wont work

Hey,
i'm sorry, but we as community support, can't help you regarding your IP change and license key issue. The best thing you can do is get in touch with the support and i think that it's a good idea to contact FiveM support regarding your license key.
