By default DDoS protection is on sensor mode. Meaning that it engages as soon as it detects an incoming attack.
So it's not active without an active attack.

DDOS protection doesn't block any packets that your server requests.

The DDOS protection won't block it unless your DDOS protection filter is incorrect or that its active.

I suggest you make a ticket online.

Also if you want to have full control you need access to the DDOS panel overview.

However this is only on gameservers.
