no you need rootserver or dedicated
cpu needs support virtualizen
you can use pufferpanel it supports lxc
You can use pterodactyl on a server with lxc virtualization but need to enable docker support which means your mariadb won't work so it's possible to run pterodactyl on a vserver but it will have problems later. I recommend you to get a rootserver because its virtualised in KVM and its permitted by pterodactyl.
