It works like on your computer. Your server uses as much RAM as it needs.
A server is basically a regular computer.

For 20 slots I would go with 4 GB RAM. If u want to have mods you might need more ram.

It's difficult to say that because it depends on the mods, however I would always recommend some extra RAM in case of using mods.
