Hi all, it would be nice to have a planning brush so we can plan out our cities in advance. This brush would also work outside of territories you own. I think it should be coloured white.

To add to this, I'd say potentially even changing how the brush works would be nice. Allowing us to paint outside of borders, but anything outside of borders has red lines through it, showing that it can't be built on yet.
Also having a multi colored brush to paint outside of borders, to plan things, with different colors.
