When selecting a building from the build menu, after the 3rd selection after loading. Whether that's selecting and then cancelling a building, or building 3 buildings. Or after a few moments of playing. It's somewhat inconsistent but has been an occasional bug going back a couple of years. I attempt to play the game every few months.

Steps to reproduce: Start a new game and play between 5-30 minutes, and then the behavior will start occuring. Or open an old save game. Select and cancel a building type for a couple of times, the menu will then cancel any selection (or appear for 1 frame and then disappear) prohibiting any further modification of buildings or ability to build.

It's happened over several different machines, with different graphics cards (nvidia 1660 ti, amd 7700xt), windows 10, 11, and linux mint running the game under different versions of proton.

Attached url is a quicksave I made of the most recent occurance. https://drive.google.com/file/d/1UWRIz50byZkJLKvsq5wVbU8cr7zj8B2X/view?usp=drive_link

Fixed and abled to move forward.

Behavior to Fix: Only building that's openable is the built market stall. Open the edit market stall and use the X button to cancel out of the menu instead of right click. Then regular buildings are able to be selected as normal.

Anytime the behavior re-occurs, repeat with the market stall to fix the build menu.

It appears using right click to close out of selected buildings (When they're placeable) keeps some kind of uncleared input that transfers to the other build items.

Selecting a moddable building like the market stall then clicking the X fixes the behavior and you can select and place other buildings as normal. Until you select a building and then use right click to cancel the menu to create the bug again.
