I don't know if this is a bug but it's frustrating as heck. I've maxed out the Labor tree and have unlocked all available privileges through tier 4 but my Labor Influence is locked at 30. No mater what I do I can not raise it to 50 and unlock the 5th tier. I've done it before on other playthroughs but for some reason it won't move. I can receive influence up to 40 through quests but it trickles back down to 30.

Labor splendor is currently 400+ and prosperity 883. Tier 5 has a prosperity requirement of 200 and 300 splendor.

Having more than 2 taxes enabled lowers the maximum Labour influence you can have. You will need to disable some taxes to remove the penalty.
