Since the last update in Steam, the game is constantly syncing with the cloud even when not playing. It is causing CPU overload. Is there a fix?

Most likely your Steam client is having an issue.
Try clearing the Steam download cache it can sometimes help with client issues: https://help.steampowered.com/en/faqs/view/6AD7-820D-8BE5-E51F

Note doing so will log you out of steam so you will need to log back in.

Change the download server:
- change to offline mode (in steam app , top left corner)
- change download server
- go back to online mode

I tried all of these. I even uninstalled and reinstalled, and it is still constantly syncing. It's never done this before this update.

So it has gotten worse since the last updates. The game takes forever to exit and still syncs for forever. It is also eating up my RAM.

What is your internet bandwidth? The save files can get quite big so if you have a slow connection it might take a while to sync.

I have a 2 gig internet and a beefed up computer.
