I have a couple of villagers who are not happy because they do not have houses, I have plenty of residential zones near their work places but they wont build a house near it. There are also some houses that aren't full near their work places that they wont live in.

I have the same issue.
I have 6 farms nearby half empty (or half full, depends on where you stand I guess) t2 houses but the farmers decided that living over 400m is better. Also there is a lot of space to build more houses near the houses.
I tried to kick everyone (500+ villagers 😭) and see if that resolve the issue, but nothing changes.
