Issue Building A Market

I'm having an issue with getting a market built. I've been moving my village around and am trying to build a large 16-stall market. Some of the stalls have been fully or partially built, but my builders won't build the rest, despite having the necessary items. They'll build extras I add in, such as signs, but not the stalls. It's constantly stuck on 'Waiting for a builder'

I also just noticed my villagers still use the partially built ones as if they were fully built
