I have framerate drop (insane drop) even at 0 pop when choosing my first territory.

I play this game since 3 or 4 years and i've never experience such lags even with large population. My pc is not the problem, i run larger game with no problems.

Such lags are very inconvenients to enjoy the 1.0

update;: im always at 100+ fps, its not a framerate drop, just lags

This sounds like an issue we have seen that is caused by overlay recording software. In particular the Windows gamebar settings.

Type "captures settings" into Windows search bar
Open the captures menu and look for "Record what happened" and make sure this is switched off.

Also check other overlays such as Nvidia which has a similar feature and make sure they are off.
