#Achievement "Hammer time" for producing tools triggered late

I've been producing tools for quite a while in my current save, and only just now got the achievement "Hammer time" after building my second Blacksmith building.

i've a pop of 500ish and two or three blacksmiths with an economy on selling tools and /still/ don't have the achievement... can you think of anything specifically that triggered the achievement for you??
