They can play each other with and without items
1v1 ELM are no longer counted as won tournaments
If your concern is the farm kill that the items guy is doing, there is nothing to do because if the guy that don't have items is playing for real, it is legal
If the guy that don't have items is letting himself killed and win by the other player, it is illegal and will be penalized
