noticed this when playing with a friend and retested it on my own using debug, aquiring scrap with DLCs disabled gives Drifter 0 stat increases and makes the character significantly less good to play.
#Drifters Scrap Passive does not give any stats at all while DLCs are Disabled

Same goes for Railgunner’s passive
Pretty sure this is because they both have those stats handled by an invisible item in their inventory that is tied to a DLC, and thus disabling it removes the item
This wasn’t actually a problem because until SotS, you couldn’t play a dlc character without the DLC on
