But it lessens the blow of losing all your money on chance shrines at most

current wiki setup says it's a damage item, not utility
so somethin's wrong here and either way it's human error and since there's been a case of items coming from the wrong sources- as seen in a report about nematocyst coming from a normal chest/barrel (or not dropping items right at all in the case of healing category chests) iii'm betting it's probably a bug and it's not supposed to come from utility chests
