I obtained the drone when my main quest was still in cipanku. After i proceed the main quest and moved to arbury, i couldn't use the matter-transfer drone even after i reached properton and able to use the airship to move to other islands. It says that "the matter-transfer drone cant be used right now" whenever i try to fly with it. Is it a bug?

This has been a thing since Arbury was included. Idk if it's a bug so much as an oversight. The matter transport drone starts working again after you beat the Properton dojo, which is later than when you get access to the airship back. Imo both of those should unlock at the same time but it might be complicated to have a progression check for just entering Properton.
