I have only a perfect luma tuwai and tutsu, but i can use every tuwai evolution on showdown.
Is this a bug or is supposed to be like this?

It's supposed to be like this, when you have a perfect luma (full 50svs) with all their etc, allows you to use any of its evolutive line in showdown.
