I think that the overall level is very bland. It also doesn't really fit the 'City theme' as it feels very empty. I would fix this by first adding some color doesn't have to be light. I would also add variance like maybe in the starts there are no street lights and then 4 seconds in there is so it feels like something is happening. For the second problem I would fix it by adding some backround like some houses since it is a city.
