To be awed or to be awestruck, that is the difference between the ordinary and the extraordinary. Your piece is nothing short but of disappointment, as with such an ambitious goal you have already failed the basics of constructing the very essences of you idea. Hindering your creativity by the extreme vagueness of your ideas, to which has resulted to a mediocere piece.
Starting from your idea alone—you seemed to have not realize how vague the word "city" is, as there it lies upon thousands upon thousands of endless possibilities for the term of "city". To which had led to your downward spiral of turning to a blind eye towards your canvas, hoping that something appealing would perhaphs ascend upon your vagueness. To add on, the inclusion of the term "monochrome" does not help in the creation of your piece. As it still remains to vague towards your true intent. Because of your failure to address the vagueness of your idea, this has led to the creation of a very generic design that you could typically find in any other level.
Before we move on to the execution of your level, I must also address my concern towards your title. The title as a whole is actively hindering your work, as you lack any expansion of your main idea for the level. Thus, your design became uncertain as Of would assume that you wanted to achieve something correlated with the title without invalidating your main idea, to which simply cannot work. So long as you do not possess any form of actual planning towards the decoration or the true meaning of your piece, you will not achieve anything remotely related towards your end goal.
Now for the actual piece itself. It is horrid, mediocre, and will most certainly be sweeped under the rug. To begin with, the beginning of your level does not involve anything related towards a city. In fact, even if you were to argue that it was meant to be expressed as an abstract form of a city art, it would still not work. As even some of the most abstract works that I have seen could express a city far more clearly than to what you have created. Most certainly you most likely possess the skills to create art, however, you lack the value of importance towards the meaning in creating your works.
I will try to praise you for your attempts to create a city structure for the second part of your creation, however, again, it is no where near enough to actually express the term "city". As buildings are not the only point of materials to define a "city". You could add cable wires, a traffic sign, cars, airplanes or anything else that's could define a "city".
