What are the 2-3 biggest issues in the level?
(1) In the 2nd part of the level, the surroundings feel empty. There is a lot of empty space around the structures. It's important because empty spaces create a "visual jarring effect". 1st part of the level is well decorated, yet the 2nd part is nearly empty.
(2) More importantly, it doesn't look like a city theme at first glance. If the level doesn't follow your description, it can feel really misleading.
How would I solve these issues?
(1) I would add some window like squares in the empty spaces (to match the city theme), or small building-like rectangles to fill out the dead air.
(2) I would add an intro where the icon will enter a door (to a tall skyscraper), and visible headlights in the 1st part to make it more city themed.
