Issues
1.) The background in the first part doesn't feel city-like. The triangular shape make the buildings look more crystally and abstract, which detracts from the more grounded city vibe that the block design is trying to establish.
2.) The parts don't blend well. The level transitions from this calm night-time modern city to a more futuristic block design, which both work as interpretations of the theme, just not together.
Solutions
1.) I would try to make the background mimic the shape of the buildings in the foreground. This is a city, so the background should feel more filled-up, as if there are rows of buildings behind the ones that the player is flying through.
2.) I would change the structure of the blocks in the second part. Right now, they're thin, floating, and snakey; I would try to make them a bit thicker and more rectangular, with bases that go down to the floor. I might also scrap the futuristic look to try one more similar to that of the second part: this is a more drastic change, but sometimes certain block designs just don't work with a level.
