The levels theme is a monochromatic city, and the first part does not feel that much of a city. I would say add some buildings out of rectangles and some square windows to go with it in the bg.

The transition to one part to another is also a little wonky to look at, It feels a little underwhelming and scuffed. If you put the blocks used in the transition and make them go top to bottom it will make it look better. Removing the white outline on the blocks can make it less weird to look at when the blocks overlap. The blocks and next part should not be visible at all until the drop to make the transition nice.

The block design is really good but it feels more like its from an alien planet to me. I would add telephone polls, railings on the top of the structures, street lamps that can emit a gray glow, and more things that come from a city. The level is not an art styled level but I think you can still incorporate these ideas into the level without breaching off to another style.
