1. (a) The decoration doesn't resemble the theme strongly enough, and it's hard to tell what the creator is going for. This can make the level feel less immersive and directed and more aimless. (b) The gameplay feels static, and contrasts with an idea that I think is core to the level, which is the 'fracturing'. A fractured city level should feel very alive and have more movement going on, with bits and pieces of the landscape shifting around.
2. (a) They should make the designs more unique and clearly communicate this is a city themed level. Maybe by filling the background with some decoration of things commonly found in busy cities such as cars or brightly-lit buildings, or by including signs that show town names or addresses. (b) The creator should incorporate more move triggers to have the 'fragmented' structures floating into their positions, or shifting when the player lands on them. They can also use an area move to give everything an interactive feel.
