I strongly suggest you do making a block / bg first
the colors only vaguely give off the feeling of being underwater (mainly they're too dark and contrast too much)
And the actual details used in the blocks feel quite random as well
Another thing to note is that the structure shapes are all quite basic here (just simple rectangles) which isn't the most interesting - I'd like to see some more intricate stuff, if you recall the basic deco 3 exercise
