Despite the theme of the level being monochrome city, the design of the structures the player is flying through during the first part do not jump out at me as very city-like, nor do they fit the vibe the name "Fractured" gives off.

I also feel as if the constant pusling of the light greys and whites in the designs are too frantic and frequent, making the decoration feel visually noisy.

For the designs of the structures, I imagine that the creator could integrate windows into the designs of the structures, with some of them being shattered open or cracked. Some of the structures could have a few metalic beams bridging between them, with some of those beams clearly bent out of place and curving in aimless directions.

As for the pulsing, I feel that changing the pulse times to instant and making them slightly brighter in color with the lead synth of the song. A gradient overlay on top of the level that pulses lightly every 4th beat can also add a bit of flair to the first part of the level.
