- The background doesn't feel "city like." There's background movement but you won't be able to tell the theme was a city when the background, I would add more city like structures that are more easily distinguishable or add them with the background.
- The "monochrome" idea doesn't really fit the theme of a city. It doesn't need to be vibrant, but it needs some type of color that doesn't have to be straight black white and grey because it doesn't feel like how a city should or would look.
Reasoning:
I just feel if you're going for a theme, you should really try to make it like the theme. it's cool for the black and white, but to make it actually feel like a city i would've probably added some brown or hints of colors within some of the windows showed on the block deco. make the city feel alive. and then monochrome doesn't sit right with a "city" to me unless you're making a cartoon about life in the city during the great depression. cities are urban areas and urban areas are booming with cool places and lights. it doesn't sit with the theme monochrome. dark can be there sure, but a difference in color really booms the city part of the level.
