Problems:
1: This level doesn't fit the city theme, the block designs don't look like anything in particular except for maybe bricks

2: The block designs lack contrast with the background making the colors look muddy when in a monochrome palette you would want to use the most of that color range

3: The structuring makes the level fell very closed in and claustrophobic when cites don't have ceilings

Solutions:
1: You could make more blocky structures potentially with some 45 degree slopes. also add stuff that would make sense in a city like windows, street lights and roofs

2: lighten up the background and have less light details in block design

3: Change the gameplay and structuring to have much less stuff and if you did have any gameplay up there connect it to the ground

Overlap:
There doesn't seem to be much overlap except for maybe 1 and 3 both improving the city them
