Problem 1 (biggest one): It doesn’t look like a city. Try to include more recognizable signs of an urban environment — for example, pedestrian signs, traffic lights, trash cans, or a street in the background — as long as you maintain the deco style you’re aiming for and make the atmosphere more understandable.

Problem 2 (maybe more subjective, since I haven’t played it): The monochromatic idea is okay, but it hinders readability. Since it relies on a single base color, you should at least manage the tonal contrast to make things clearer. For instance, you could use very dark or very light tones for spikes and obstacles so they’re easier to distinguish, or avoid hiding spikes within glowing elements.

As for overlapping issues, I don’t think there are any. These seem to be independent problems with separate solutions. At the very least, you should focus on solving the first problem while keeping the second recommendation in mind during the design process — that way, you won’t fix the first issue only to have to “start over” when adjusting the level’s readability later.
