Improving a Level

Issues with the level

Doesnt look like a city themed level at all, just looks like some black and white level showcasing effects.

Level feels extremely boring with almost no immersive gameplay, even if its a monochrome level it needs gameplay to be interesting.

How would I fix the issues?
Adding more deco and some city styled background would solve the levels problem by making it feel more alive and more engaging to play.
