How do I lock fog gradient while moving a camera offset?

I prefer to create a manual fog by stacking glow and i can't locked in camera. What trigger should I use?

For camera stuff what I'd suggest is using the C option in the Advanced Follow trigger, then using a normal Follow trigger to copy that over to other groups
