15 different towers, not stages.

The towers have different difficult points - in some your overall DMG is lowered and Plus Ultra damage is amplified, somewhere you gotta do Crit damage mainly, somewhere you need to get through a lot of Burning ticks that enemies will inflict on your teams.
Each tower has 3 stages. They can be done on 3 different difficulties, Easy Normal Hard but they are called B A S whatever. Like really whatever. The only thing that matters is that you need 15 characters for the teams. Majorly and in best scenarios you need only 9 really well upgraded characters. The characters should meet the criteria for the tower (take Plus Ultra amplifying characters for Plus Ultra dmg amplified tower as for example) and, in the best case scenario, counter the types of the enemies.

With amplified difficulty the enemies will get new abilities as well as more levels and damage and health.

As for example, I had seen Toga being easily beatable in Easy mode but then in Hard mode she suddenly started summoning clones.

Shh. Calm down. Idk where do you see all floors to be floor 3. You can choose to try a one of the third floors with any team of your choice or play the ""campaign"" with 15 characters that you select for each stage/floor/whatever.

In many towers there exist special buffs for a select pool of characters - there is a button somewhere during the team selection which you can click and see the buffed character list. It can also be a buff of the tower itself, but I'm not sure.
